"Present" or "abstain" votes are really the same thing as nay votes on tabling motions, while - unlike constitutional amendments and cloture motions - simply not voting at all is
not the same thing. Constitutional Amendments require two-thirds of current members, tabling requires two-thirds of those voting.
Yeah. I'm not making this crap up. It's in the OSPR.
Current vote count:
Aye 5 (Happy, Torie, PiT, Sensei, Dwtl)
Abstain 2 (Jas, Al)
yet to vote 2 (Andrew, Lewis, Bacon)
So, as I have no intention of casting a vote here, it's up to Andrew (unless someone changes their vote). If he votes aye, the bill is tabled. If he doesn't vote by November 27th, 6:19am, the bill is tabled. If he votes nay or abstains, the bill remains on the table.
EDIT: Just remembered there's ten of us again, so it's rather more complex.
