Is it an error, because these are the official results from the SOS?

it's loosing population - 40% since 1990 - it's 97% whites and the median income is way loer then national averagr or ND average so a big turnout for Baldwin or Barr is not a shock BUT  if you look at past election:

2000 results were
Bush 1,077
Gore 235
Nader 27

2004 results were
Bush 950
Gore 264

and according to this link

Results by precinct:

Precinct 01
McCain 67, Obama 35, Baldwin 4, Barr 1, Nader 1
Sand 68, Pomeroy 53

Precinct 02
Barr 291, Baldwin 140, Obama 15, McCain 5, Nader 4
Pomeroy 244, Sand 208

Precinct 03
McCain 374, Obama 167, Nader 3, Baldwin 1, Barr 1
Pomeroy 280, Sand 267

Precinct 04
McCain 141, Obama 63, Nader 9, Barr 4, Baldwin 3
Sand 124, Pomeroy 93

Pretty obvious that Precinct 02 presidential is mixed up bad. Assuming it should be McCain 291, Obama 140, Nader 15, Barr 5, Baldwin 4 you get a countywide total of McCain 873, Obama 405, Nader 28, Baldwin 12, Barr 11, which would closely conform to dunn's link plus a few extra absentees.

That place is a complete sh!thole. Like even worse than the Reservation to the south of it, I'm not kidding. Most of the towns in it basically look like someone threw a bunch of houses onto the ground landing at random and put some dirt roads in between them. At least the reservation towns have some structure and planning to them and paved roads.

That house (probably built relatively recently) is in WAY better condition than the average house there. There are ones that would easily be condemned if they were in any area of notable population. It's also full of things like old rotting grain silos that are no longer used, but are left up because no one will pay for the demolition of them and has no interest in the land around them.
