Maybe Attorney Gen. Roy Cooper, the guy who got the most votes on Nov. 4

He also led Burr by 5 points in recent polls, while Hagan trailed by about 20% at this stage in 2006/2007 ...

Possibly. Esp. in the right national environment (ie one like 2008's). Somewhat doubt it though - but it's unlikely not to be at least closeish no matter what.

burr is a better candidate/senator than dole.
I guess so... of course Dole lost by more than anybody thought likely until very late in the campaign (due to campaign errors, yes. But also due to people casting votes that way.)

Dole parachuted into the state in 2002 and won in a very Republican year because Bowles was a weak challenger (had never campaigned before and was easily tied to Clinton).

Burr was in congress for a while and knows how to handle a legislative race.  He'll be much harder to beat.
