The expectation that Colorado Sen. Ken Salazar will be nominated as Interior Secretary by President-elect Barack Obama presents Republicans with a prime pickup opportunity in a swing state, an early sign that their fortunes may be turning after two disastrous elections in which the party lost a combined 13 seats in the Senate.

Gov. Bill Ritter (D) will appoint Salazar's replacement but that appointed senator will have less than two years to establish himself or herself before standing for election to a full six-year term in 2010.

While most Democrats were reluctant to speak about the race for the appointment before Salazar was formally announced by Obama, several names regularly came up in conversations with sources familiar with Colorado politics.

Here's a quick look at the frontrunners:

• Bill Ritter: Ritter won the 2006 governor's race by 17 points -- a stunning margin given the typically close statewide races in Colorado. Despite that wide margin, Republican strategists viewed Ritter as more vulnerable than Salazar heading into the 2010 election. Could Ritter jump ship to avoid a brutal reelection race? Maybe.

• John Hickenlooper: The Denver mayor is one of the most popular political figures in the state and is regularly mentioned for statewide openings. And, following the successful Democratic National Convention last summer in Denver, Hickenlooper's profile -- both in the state and nationally -- is even higher. Hickenlooper was easily reelected mayor in 2007 and is entering his sixth year in the job. Now might be a good time to make a move.

• John Salazar: The older brother of Ken Salazar, John currently holds the Western Slope 3rd congressional district -- a swing seat held by Republicans for more than a decade before he won it in 2004. John Salazar's appeal is obvious: he shares the popular political lineage of his brother and his appointment would allow Ritter to replace one Hispanic senator with another. If John Salazar was appointed, however, it would create a major problem for House Democrats who might struggle to hold his seat in a special election.

Of the other names mentioned regularly by Democrats, the most serious appears to be outgoing state House Speaker Andrew Romanoff.

While Republicans expressed optimism about their chances of competing for Salazar's seat in two years time, there are two obvious hurdles for the GOP: a thin bench and the possibility that retiring Rep. Tom Tancredo will run for the seat.

Democrats' successes in Colorado over the past few elections have sidelined a number of Republican rising stars including former Reps. Bob Beauprez and Bob Schaffer -- both of whom lost badly in recent statewide races.

Beauprez, who was soundly defeated by Ritter in 2006, has been considering a run for governor or Senate in 2010 and the Salazar opening may make him more likely to go the federal route. Former Rep. Scott McInnis has considered running statewide several times and may not be able to pass on an open Senate seat. Conservative talk radio host Dan Caplis, who was actively involved in John McCain's Colorado campaign, is also seen as a possible candidate.

And then there is Tancredo, the controversial congressman and presidential candidate who is leaving Congress after five terms. Tancredo has said he is interested in running statewide and his strong opposition to illegal immigration gives him a strong foothold in a Republican primary. Most GOP strategists believe that Tancredo as the party's nominee would amount to handing the seat to Democrats.

Obama has largely avoided plucking elected officials for his Cabinet that create electoral problems down the line for Democrats. Salazar is a break with that mission as he would easily win reelection in 2010 if he does not head Interior.

Salazar's selection would ensure that Colorado will see a third competitive Senate race in the last four election cycles. Political junkies rejoice!

Probably Hickenlooper.  John Salazar wont be picked because Democrats would almost certainly lose CO-03 in a special election.

I dunno.  I hope it's Hickenlooper.

Will Ritter wait until Jan. 20th to appoint the replacement. 

Does Ritter have any history of independence?

Like Johnny said, Salazar -> Appropriations. So no Senate appointment for him. Hickenlooper is pretty much guaranteed, then, I think, unless he doesn't want it. Perlmutter owes a lot to Hickenlooper and would never be selected ahead of Hickenlooper unless Hickenlooper turned it down. (Plus, he's a bit of a newcomer.)

Tancredo possibly could have won a statewide race in the 90's but now with the Dems dominating CO. Its doubtful he would ever win. I doubt Ritter would appoint him either. Owens would probablt be the only GOP guy who "could" be appointed by Ritter if he wanted for some reason to appoint a Republican, but he doesn't and Tsar Reid would murder him if he did.

Former state Senate President Joan Fitz-Gerald said Thursday she would like the governor to consider her as a potential replacement for U.S. Sen. Ken Salazar, who is vacating his seat to head the U.S. Department of the Interior.
She said she called Gov. Bill Ritter's office Thursday to inquire about the appointment process and whether she should send in a resume.

Fitz-Gerald, who hails from Coal Creek Canyon and ran unsuccessfully for the 2nd Congressional District seat during August's Democratic primary, said the U.S. Senate is in need of more women. She served as Colorado's first female senate president.

"Being president of the (state) senate gave me a statewide perspective on a lot of things," she said.

Fitz-Gerald, 60, said the decision to contact the governor's office came after supporters urged her to put her name into the mix.

Support for a possible Fitz-Gerald senatorial appointment was revealed in an online poll conducted by liberal advocacy group ProgressNow, which solicited votes on possible successors to Salazar.

Preliminary results of the poll, released Thursday, showed Fitz-Gerald as the ninth most popular choice, beating out current state Senate President Peter Groff, state Treasurer Cary Kennedy and the governor himself.

She wasn't even presented as one of the choices for appointment, instead making it into the tally as a write-in candidate. Fitz-Gerald said Thursday she hadn't yet looked at the poll.

I'm hoping it's Hickenlooper. He's a fairly progressive Democrat with solid real-world business experience, and he has the name recognition and connections to raise a lot of money for his re-election.

There is one intriguing sleeper candidate getting buzz as a possible successor for Colorado Sen. Ken Salazar, who is leaving the Senate to serve as President-elect Obama’s Interior Secretary.

The candidate is Democratic state Senate President Peter Groff, the highest-ranking African-American elected official in Colorado history. If Colorado Gov. Bill Ritter (D) appointed Groff, he would ensure there would be at least one African-American in the Senate. There aren’t currently any serving in the Senate since Obama resigned his seat.

Groff has been mentioned on most of the speculative lists of candidates, but isn’t considered a top-tier contender to win the appointment.

Groff has a strong resume. He quickly moved up the ranks in the state legislature after being elected to the state House in 2000. Before that, he served as an adviser to former Denver Mayor Wellington Webb. One Democratic operative in Colorado called him the “best public speaker” of all the prospective candidates in either party.

And by making an outside-the-box selection, Gov. Bill Ritter (D-Colo.) would get some national attention as he prepares to face his own tough re-election campaign in two years.

The negatives: Groff hasn’t been tested politically, as he represents a solidly-Democratic legislative district in Denver. He has an eight-year voting record that Republicans could scrutinize in a general election. And he would have to demonstrate he can raise the millions necessary for a statewide race in 2010.

Currently the favorites appear to be: Denver Mayor John Hickenlooper and Rep. Ed Perlmutter (D-Colo.), with state House Speaker Andrew Romanoff also in contention.

Ritter’s spokesman said that the governor hopes to have a successor in place before the new Congress is sworn in on January 6.

I see no reason why it should be anyone but Hickenlooper or Groff
