Yes... Blitzer is complimenting a guy. Hannity is being a jackass. They both may be biased, but the negativity is just incredibly hackish.

Coming from Blitzer, it's an attempt to appeal to popular sentiments. Which is what CNN has always been best at. Selling itself. From the political perspective, then, FOX's is more reprehensible since it's blatantly biased coverage while CNN's is just telling the public what it wants to hear. (From the personal perspective, of course, both are ugly in their own way.)

Hannity is a commentator.  He's supposed to have a bias.  Blitzer's role at CNN is a little more blurry.
