I agree that only one second should be required.

Do we need some procedure in the event an unexpected absence occurs for the PO. Such as

If the Presiding Officer does not access the forum for 48 hours unannounced, the delegates shall elect and acting PO until his return.

You guys can't go 48 hours? I'll throw something in. Wink

I'm not too worried whether it's 48 or 72 or whatever. But we have had people have real life things unexpectedly happen keeping them away from the forum unannounced for an extended period of time.
