The Governments of 1923 and 1929 attempted no nationalizations largely because they would have fallen instantly if they had - those were hung parliaments.

I suppose there is an element of that, but even so, there was some Conservative support for nationalisation of industries in a very bad state. Churchill supported coal nationalisation for example.

The Labour policies of 1929-31 were very conventional.

MacDonald was one of the more right wing Labour members, and also, he had to work pragmatically because of the lack of strength in Parliament.
