Article eight, sections two, clause 5 of the Constitution states that the senate shall have the authority to repeal or amend any part of section two, Article eight via legislation. This section outlines guidlines various gov't agencies, and per clause 5 anything added to this section is constitutional.

Does this even need presidential approval. It is unclear, but can't hurt. I guess "by regular statute" means it does.
