Delegate Allocation Method: Winner-take-all if Majority, otherwise proportional allocation. If the candidate having received the highest number of votes has one more vote than half of all votes cast for candidates, then the candidate receives all of the delegates. Otherwise, the delegates are awarded proportionally.A candidate must receive a minimum of 10% of the vote to receive delegates. (all votes from candidates receiving less than 10% are discarded when calculating the allocation of delegates)
20 at-large delegates: If a candidate receives a majority of the vote, that candidate is awarded all 20 delegates. If no candidate receives a majority of the vote, then the delegates are unpledged.
