Measure 95 amends Oregon Constitution: prevents school districts from paying a teacher based on length of tenure, and substitutes degree of appropriate knowledge imparted to students (measure does not address how or by whom "appropriate knowledge" shall be defined). Measure also changes the basis for determining which teachers are retained when layoffs occur.
