Is there some sort of weird demographic reason that Terrytown/South Gretna, River Road/La Bauve, and the Avenger Park area are gerrymandered out?

Avenger Park is chic GOP I think, if that is the area near the zoo in NO. The rest is probably working class white that votes like St. Bernard before St. Bernard became a toxic waste dump after Katrina.
