What Boehner is doing in this case is imprudent, but if a Speaker was bringing in a foreign leader to argue for diplomacy instead of sanctions and war to oppose the policy of a hawkish President, I wouldn't necessarily have a problem with it. The statement that Constitutionally "only the president is allowed to make foreign policy, and not Congress" is a ridiculous oversimplification at best.
