prom·ul·gate ˈpräməlˌɡāt/ verb promote or make widely known (an idea or cause). "these objectives have to be promulgated within the organization" synonyms: make known, make public, publicize, spread, communicate, propagate, disseminate, broadcast, promote, preach; literarybruit abroad "they promulgated their own views" put (a law or decree) into effect by official proclamation. "in January 1852, the new constitution was promulgated" synonyms: put into effect, enact, implement, enforce "the law was promulgated in 1942"
There's nothing wrong with not knowing the meaning of a word - as a foreign speaker, this happens to me all the time. However, I think that was worth pointing considering your general holier-than-thou attitude in this and other threads.
