To let everyone know I've alerted Superique to this bill.

The immediate issue here that I see is section 1c. For one thing this could possibly limit things like airstrikes which the nigerian government may not be able to provide. More importantly though, while I definitely don't support troops on the ground now, we shouldn't tie our hands competely behind our back. A bill to never get militarily involved in, say, Iraq again would seem like a great idea in 2005 but seems less great now.
