Was it? She was asking about his Republican colleagues, then he said that and segued into talking about the Republican base.

At best, he did not answer the question that was asked. At worst, it was a very backhanded way to imply there are people in Congress who think non-whites are inferior to whites and/or do not deserve to have the same rights.

Pete Sessions comes to mind immediately. As does, potentially, Chris McDaniel. Joe Wilson, Doug Lamborn - there certainly are people in Congress who are at least a little racist.
