Bush wins. A lot of the anger directed towards him because of the war wouldn't have been there and the public would basically just see Bush as the guy that was strong on 9/11. The economy was rebounding somewhat and we're assuming that there were no further terrorist attacks. The fond thoughts of Gore that a lot of Democrats had because of the 2000 election's aftermath would dissipate when they once again realized that he's a much more effective alternative to counting sheep.

No question at all!!! Bush does better without Iraq. The Iraq war cost Bush 2-5 points when running for reelection.
