Treaty of Bogota (1903)

A Treaty between the Kingdom of France, the Divine Republic of Brazil, the Empire of Québec, the Commonwealth of New England, the Republic of Japan, and the Kingdom of Portugal, and, the British Union, New Holland, and the Holy Republic of Gran Colombia, putting an immediate end to the Colombian War.

PREAMBLE:

The signatories, sharing a common concern over the length and viciousness of the present conflict, its economic impact on the world, the hardships of civilians, and the lack of a decisive victory despite specific advantages, hereby agree to pursue an end to the war that acknowledges realities on the ground whilst seeking acceptable compromises.

They hereby agree to the following:

GENERAL:
• Complete cessation of all hostilities upon the agreement of all parties, to be followed by a ten-year non-aggression pact between both sets of signatories.
• The release of all prisoners of war, hostages, and other detained persons to their respective party, including dead bodies.
• A pledge from each party to not intervene in the domestic and internal affairs of each respective party.
• An investigation from the belligerents on the causes of the war, including but not limited to Colombian funding and supplying of subversive groups in Brazil before the outbreak of war, is conducted starting less than one year after the signing of this treaty.

ECONOMIC:
• Both sets of belligerents shall immediately end all naval blockades and work to restore submarine telegraphic cables.
• The Commonwealth of New England shall assume full responsibility for the unfortunate demise of Her Royal Highness the Princess Helen. Chairman Fitzgerald shall be turned over to an international tribunal in Zürich for trial as to his violations of the laws of war, details to be determined.
• Québec and New England will fully fund the reconstruction of all cities targeted by the explosions of August 1902, as well as aid and assistance to victims.
• Colombia’s share of the Panama Canal profits under the 1871 Treaty of Bogota is abrogated.
• The open and safe passage of Colombian citizens from the Philippines, Haiti and other ceded territories back to Colombia is guaranteed for five years.

TERRITORIAL:
The Holy Republic of Gran Colombia, while fully preserving its independence and autonomy, shall make the following concessions:
o The Pacific Colombian islands, with the exceptions of Easter Island and the Society and Austral Islands, and the Colombian Lesser Antilles to the Empire of Québec.
o Panama and part of the Peruvian highlands to the Divine Republic of Brazil.
o Colombian Malaya and the portion of New Guinea previously negotiated between New Holland and Colombia to New Holland.

Additionally, the following territorial changes will take place:
• The Republic of Japan shall annex the Philippines and Aceh.
• The Kingdom of France shall establish a protectorate in the island of Haiti.
• The Kingdom of France will annex the Panama Canal Zone and establish full control over the canal. The profits will be shared between Brazil and France.
• The Holy Republic of Gran Colombia will cease cooperation and collaboration with the Andean Free State and any other would-be rebels within present and new Brazilian borders.
• The Divine Republic of Brazil shall take possession of the Andean Free State.
• The Empire of Québec will annex Tierra del Fuego.
• A demilitarized zone of 2 km along the Peruvian border between Colombia and Brazil will be established.
• The Empire of Québec and the British Union will agree to status quo antebellum.
• The British Union shall annex the western half of Adirondack and the southern half of Fairfield County.
• Aside from these territorial changes, all belligerents will return occupied territory not previously mentioned.

OTHER:
• New England, Britain, and Québec fully recognize the present borders of North America and will not provide aid or assistance to any rebels or domestic agitators.
• All belligerents agree that the Treaty of Trois Rivieres, while preventing even further loss of life, is in need to reform to prevent loophole abuse.
• The need for reform notwithstanding, both sides agree to drop any claims of usage of biological warfare in the course of the conflict.

The Kingdom of Poland extends their sincere condolences to the Vatican. We mourn the death of Pope Clement XIV, and send our best wishes and prayers to the Vatican in their time of need.

King Sigismund is gravely concerned regarding the potential safety of the Conclave, and echoes Austrian concerns regarding the selection of a safe location with historical precedent. Poland harshly condemns any attempts to manipulate the outcome of the Conclave, and will instruct the Cardinal of Krakow to follow directives from Vienna regarding the location and manner of the Conclave.

Poland shall mobilize a small detachment of peacekeepers in case the French compromise proposal comes to pass, and stands ready and willing to assist as needed to ensure the Conclave is a peaceful process respecting the rule of law and Papal customs.

On the Papal Conclave

“The Kingdom of France is pleased to announce that after extensive talks, an agreement has been reached with respect to the Papal conclave.  The Habsburg Empire has agreed to allow a small international peacekeeping force to guarantee the security and integrity of the conclave, as well as to ensure delegations are not prevented from attending the conclave.  We would also like to thank the Divine Republic of Brazil for mediating these talks.

Given the Habsburg Empire’s consent to the French proposal to ensure the integrity and legitimacy of the Papal conclave, the Kingdom of France no longer objects to holding the conclave in Konstanz and will send its Cardinals to attend the conclave with detailed instructions.  We will also be sending a small peacekeeping force comparable in size to those sent by other nations to accompany/guard the French Cardinals on their journey and to - along with the Polish peacekeeping force and those from any other state wishing to send a small peacekeeping force - help ensure the conclave is a free and fair election.  

As the latest attempt by the church-burning Chinese to sow division and discord within the Church has shown, enemies of the Faith will take any opportunity to exploit even the slightest crack in the unity of the Church for nothing - not even as somber an occasion as this - is sacred to such wicked creatures.  To those most black and infamous of fiends, we reply that Christendom shall not let the Godless spill their poison into Catholic ears like the serpent in the Garden of Eden.  There is nothing enemies of the Faith at home or abroad fear half so much as the Church united.” - The French Foreign Ministry

The Foreign Ministry of the Russian Republic clarifies, in response to queries on the subject, that the location of the Papal Conclave is of no concern to the government of the Republic, nor are internal matters of the Roman church. The government is however, gladdened by news that peace will prevail in Europe, and commends the good sense of the state actors involved.

Her Imperial Majesty is relieved at the news of the compromise regarding the Konstanz Conclave, and will be pleased to confirm the attendance of Cardinals Fabre, Kain and Chappelle.

A select company of the Imperial Guard will escort Cardinal Fabre - and provide security for the Louisianan cardinals should New Orleans not dispatch its own force - and provide security within the terms of the compromise.

Québec-aligned cardinals will be issued instructions to work constructively to reach a successful outcome for the Conclave.

On Domestic Reform

King Sigismund is pleased to announce a series of reforms to Poland's august system of governance. With Poland having stood at peace for thirty years under the stable hand of the Hapsburgs, the time has come for the implementation of true modern, enlightened governance. The King looks forward to inviting the people of Poland into the halls of government, and to work hand-in-glove with them to continue advancing Poland in the twentieth century. Furthermore, the King extends his best wishes to all party lists running in the upcoming election.

The 1903 Reforms

- Suffrage shall be broadened from landholding nobles to all males over the age of 25 who can pass a literacy test. Alongside the implementation of this literacy requirement, funding shall be granted to organize standardized local schooling across Poland to ensure that the Polish people are prepared to meet this requirement.

- A tiered system of local government, partially elected by the people and partially appointed by the Crown, shall be established. The tiers of jurisdictions shall be towns of considerable size, the county (powiat), the district (ziemia), and the province (województwo). Each of these local governments will have the power to manage local affairs in their jurisdiction - allocating taxes to the public good, resolving disputes, and appointing local magistrates, among other duties. Jurisdictions containing more local governments will exercise oversight over these governments - for instance, provincial government will exercise oversight over all district governments within the province's borders. This system will allow for the creation of effective local government uniquely tailored to addressing local needs, resolving issues with precision and compassion.

- A Special Commission on Boundaries, consisting of professional bureaucrats appointed by the Crown, shall formalize all provincial, district, county, and town boundaries with respect to the local government system. The Commission will be tasked with clarifying the location of boundaries where unclear and resolving boundary disputes. The Commission shall create a formal, binding map of all provinces, districts, counties, and towns by the year 1905. To complete this task, the Commission is authorized to create sub-offices across the Kingdom of Poland, and to appoint and confer with existing local officials to complete this task in a speedy and fair manner.

- The reform of the national government. Henceforth, there shall be a Senate, consisting of 100 seats, and a Sejm, consisting of 444 seats. The Senate shall be elected by nobles and landholders, and the Sejm shall be elected by the broader electorate. Acting in tandem, these bodies will have lawmaking power - should legislation pass both the Senate and Sejm with a 50% vote, it shall be transmitted to the Crown, who will have the option to exercise veto power.

- The Sejm shall elect from among its number a Prime Minister, who will then form government with consent of the Crown. Should the Prime Minister fail a No-Confidence vote (threshold 60%), the Sejm must select a new Prime Minister with royal assent. Should the incumbent Prime Minister have royal assent to do so, or should the Sejm be unable to elect a new Prime Minister, a irregular Sejm election may be called.

- The establishment of an Electoral Commission to oversee the elections process. The Electoral Commission will have the broad authority to print and distribute ballots, count results, and protect against fraud.

- The first elections, which shall be scheduled for this year, shall be conducted on the provincial level - based on population, each province shall be allocated a number of seats in the Senate and Sejm. For Sejm elections, each party list shall submit a list of candidates to the Electoral Commission, and voters will vote for their party list of choice. Each party list shall be allocated a number of seats proportional to their vote share, with a threshold of 5%.

- In future elections, which shall occur every five years, the Special Commission on Boundaries will be responsible for the drawing of Sejm constituencies within provincial borders. These constituencies should be compact, roughly equal in population and coterminous with local boundaries.

- The Law of The Parties - all candidates running for a seat in the Sejm shall be required to register with a 'party list'. All 'party lists' require significant support from members of the public, and are subject to approval by the Crown - 'party lists' deemed against the spirit of national tranquility will not be allowed to stand. Agitation for radical ideologies shall not be permitted.

On the Resolution of the Papal Crisis

King Sigismund is gladdened to hear that the conflict over the location of the next Papal Conclave has been resolved. In the face of unprecedented global turmoil and diplomatic mischief, it is important that the unity of the Catholic Church endure. As previously discussed, the King formally confirms the participation of Polish peacekeepers, as part of a Polish delegation to Konstanz, and is eager for the peaceful selection of a new Pope in line with Papal customs.

On the Baltic - Vistula Authority

The Crown is excited to announce the Baltic - Vistula authority, a joint project with the Kingdom of Scandinavia to spur economic development and cooperation in the Baltic region. An ambitious undertaking, this project would see the creation of a grand, multinational Baltic port that will unite the region and serve as a cultural and economic gateway to Poland and Central Europe. This project would create a closely-interconnected port network, uniting Scandinavian Danzig, Polish Gdynia and Mikoszewo, and should Prussia prove interested in the project, Prussian Elblag. Upon completion, the Baltic - Vistula authority will spur greatly increased trade across the region, represent a massive step for all nations involved towards economic and technological process, and solidify the Baltic brotherhood of Scandinavia, Poland, and (possibly) Prussia.

The following projects shall occur under the Baltic - Vistula Authority:

- Construction of a high-capacity rail network with standardized rail gauge, linking Gdynia, Sopot, Danzig, Mikoszewo, and (possibly) Elblag with both passenger and container rail. These will be interlinked to domestic Polish [and Prussian] lines to provide further economic connections.

- Expedited customs access, and possibly lower duties, for trade and goods transport between cities within the Baltic-Vistula Authority.

- Construction of widened shipping passages along the Martwa Visla to increase shipping capacity between Danzig and the Vistula.

- Significant expansion of port facilities in Gdynia. Upgrade of existing port facilities

- The creation of a formal advisory body for the Baltic-Vistula Authority with limited power and oversight over trade in the region. It shall consist of appointees by the Crowns of participating nations.

In tandem with the Baltic-Vistula projects, the Crown formally calls for the expansion of rail lines linking Gdynia and Mikoszewo to the remainder of Poland, and for the expansion of port facilities in Warsaw to accommodate increased trade along the Vistula River. In particular, upgrades of the Gdynia/Mikoszewo-Bydgoszcz-Torun/Plock-Warsaw corridors, as well as connections to Lodz onward to Krakow and southern Poland, shall be prioritized, with the eventual goal of frequent passenger and cargo service.

1. All political, judicial, and military authority in the Commonwealth of Louisiana is devolved from the Sovereign, who must be descended in the male line from Louis-Philippe II de Bourbon-Orleans.
2. The Commonwealth of Louisiana shall be subdivided into seven States. Those states shall be:
a. Georges (Outer Columbia)
b. Mississippi (Inner Columbia)
c. Caroline (Florida)
d. Orleans Capital Territory (New Orleans)
e. La Salle (Texas)
f. Dubuque (Northern Territory)
g. Laclede (Missouri)
3. The legislative and executive body of the Commonwealth shall be the National Assembly.
a. Each State shall elect four Deputies to represent the State in the National Assembly.
b. The entire National Assembly shall be up for election every five years.
c. The National Assembly may only be dissolved earlier than five years following a 2/3 vote of the body and the consent of the Sovereign. In such a situation, elections must be held within 45 days of the dissolution of the National Assembly and the newly elected National Assembly may only sit for the balance of the original five year term.
d. Each Deputy must swear an oath of allegiance and loyalty to the Sovereign and the Commonwealth at the commencement of their term.
4. The National Assembly shall elect a President from among its members by majority vote to serve as the Chief Executive Officer of the Commonwealth. The election of the President must be confirmed by the Sovereign.
a. The President must be a Louisianan Catholic man at least 45 years of age at the time of his election.
b. The President shall be elected at the start of each sitting of the National Assembly and may not serve more than three terms as President.
c. The President shall enforce the laws enacted by the National Assembly and appoint government ministers, with the consent of the Sovereign.
5. The Sovereign shall serve as the Commander in Chief of the Armed Forces of the Commonwealth and shall exercise sole control over the domestic security and international relations of the Commonwealth.
6. The President shall nominate, and the Sovereign shall appoint, all Judges of the Commonwealth. There shall be established one High Court for the Commonwealth, and one High Court in each State, and as many lower courts as the National Assembly shall deem appropriate.
a. The Courts may issue advisory opinions on laws passed by the National Assembly, criminal cases, and civil law disputes, with the several State High Court hearing appeals from lower courts within their territorial boundaries, the national High Court hearing appeals from the several State High Courts, and the Sovereign serving as the final Court of Appeals.
7. As appropriate, the Sovereign shall declare a State as "In Rebellion". Any State declared "In Rebellion" shall have any elected deputies suspended and shall have replacement deputies appointed by the Sovereign to serve for so long as the State remains "In Rebellion".

Urgent economic measures taken in Oaxaca

Given the end of the war in the Americas, the following measures will be taken to revitalize the Mexican economy:

a. All assets, property, and investments held by foreign powers or foreign private investors will immediately be seized, without the return of investment or compensation whatsoever.

b. All domestic assets and property in Cuba, California, Xaymaca, and Liberia will be seized immediately to comply with the laws in Mexico. In Liberia, this will be implemented by the Liberian Socialist Party.

f. To assist with the transition of currency in newly incorporated territories, the mining of gold mines in California and Nevada will be prioritized, with an increased minting process to aid in additional production of Mexican coins. The printing process for Mexican dollars shall also be sped up.

g. Mexico will adopt the inclusion of a silver standard and adopt a bi-metallic policy.

h. A fund for the reconstruction of destroyed infrastructure and buildings will be created to assist with the rebuilding of Mexico.

i. With the money generated, the loans Mexico owes to Spain will be immediately paid back to fund their military campaign in their ongoing civil war.

j. The Madrid-Mexico Agreement (1902), Acapulco Convention (1902), and Veracruz Convention (1900) are hereby completed and no longer in effect.

k. Control of the port in Veracruz will return to Mexico after the evacuation has successfully been executed, as agreed upon by the Kingdom of Spain and the Empire of the Mexicans. Mexico will continue to assist with the evacuation regardless of who is in control of the port. Spanish boats will continue to have docking rights as long as necessary to evacuate Spanish volunteers back to the European mainland. Mexico will also dedicate boats to the evacuation.

l. The loan Mexico owes to Russia will be immediately paid back, and control of the Acapulco port will return to Mexico.

m. Any possible debt generated by the repayment of the loans shall be compensated through minting and increased revenue from tax rates adjusted to inflation.

The government of Mexico is hereby notified that the seizure of any state or private assets from the Empire of Québec, unless corrected, will be met with a strong response.

It furthermore states that, as a general principle, the forceful and unjustified seizure of foreign assets is and ought to be unacceptable to the civilized international community.

Treaty of Lampang (1903)

An AGREEMENT for the establishment of diplomatic relations that are conducive to mutual economic benefit, cooperation, and security between the Republic of KOREA and the Republic of THAILAND (hereinafter referred to as the "Parties")

Article I. Security Agreement.
1. The Republic of Korea unequivocally recognizes President Yut Khonghu and the Republic as the nation of Thailand's legitimate government.
2. The Parties resolve to condemn the Republic of Japan's imperialist expansion in the region and, specifically, their acquisition of (or claim to) Aceh and the Sunwon Islands.
3. The Parties form a defensive pact for the maintenance of the territorial status quo against the Republic of Japan.
4. The Parties shall, in the event of any attack upon the sovereignty or territorial possessions of either nation by the Republic of Japan, come to the defense of the other militarily.
5. The corresponding navies and merchant marines of the Parties shall have safe harbor within the ports of both nations during times of peace and of war.
6. The Republic of Korea shall coordinate with the Thai navy in ways that are conducive to mutual preparedness and modernization.

Article II. Trade Relations.
1. The Parties shall coordinate the establishment of new maritime trade and supply networks connecting their respective ports.
2. The Parties shall establish an official rate of exchange between the Thai baht and the Korean won.
3. The Republic of Korea shall begin the process of opening mainland ports to Thai trade.
4. The Republic of Korea shall reduce its tariffs on Thai tin and rubber by 50% and expand its exports of livestock, rice, and other agricultural products.
5. The Republic of Thailand shall reduce its tariffs on Korean livestock, rice, and other agricultural products by 50% and expand its exports of tin and rubber.
6. On all other goods, tariffs shall be reduced by 20%, and both nations shall list the other as a preferential trading partner.

Article III. Diplomatic Relations.
1. The Parties shall exchange envoys and maintain permanent diplomatic missions in each other's nations. To that end, respective consular facilities shall be constructed in Bangkok and Seoul.
2. The Parties shall engage in regular diplomatic communication on regional security concerns and trade, and in the event any controversy should arise between the two nations in relation to it, both shall exert their good offices to bring about an amicable, peaceful agreement.
3. The Parties reserve the right to mutually revise the provisions of this treaty and, if necessary, withdraw from it upon written notice to the other no sooner than 150 days prior.
4. This agreement shall take effect immediately.
