Guess you're right, but that had still been my impression.

Depends on the circumstances, of course, whether cloture is just being proposed to get the bill passed more quickly or because it's the only way to get it through.

Filibustering here would be pretty annoying, since a vote happens automatically if a bill isn't debated for 24 hours. I guess it's technically possible though.
