Earlier today, I had a post about the FPR. When I went to post it, that damn USER ID 570 Identification Error popped up.

Basically I said, that it wouldn't be worth it to create a new slot just for the FPR, but instead that maybe some other listing or apendage to the Noticeboard could be made that took up little space but still provided means to track it's progress.

Also, the biggest uncertainty in my mind is how to handle amendments. Should they be allowed, should they not. Perhaps there are limits to what can be amended. Does it go back to the SoEA, if rejected, what recourse actions are to be taken by the SoEA, the Senate.

Long story short (I thought it was already condencsed down. Wink ), input from fellow Senators and the SoEA is necessary, provided it is within the framework of establishing procedures for the FPR. Anything else would require amending to the act that established the FPR, which requires a separate bill.

This is what it looks like in effect:

1. Within seventy-two (72) hours after the beginning of a new Session of the Senate, the PPT President of the Senate shall start a thread detailing expired legislation left over from the previous Senate session, to be further known in this document as the Expired Legislation thread. In order for legislation to be reintroduced, said legislation must not have received public debate time on the Senate floor, or if debate time has been given, must have not come up for a public vote in front of the full Senate. Any withdrawn legislation from the previous Session may not be eligible for reintroduction.

2. Office-holding Senators will be given seventy-two (72) hours from the starting of the Expired Legislation thread to reintroduce any piece of expired legislation by public post. After seventy-two (72) hours, any legislation that has not been reintroduced shall be removed from the Senate agenda. Said legislation may be reintroduced by any Senator at a later time, but it must then follow the rules and guidelines for legislation introduction so laid out in Section 1 of this Article.

3. The PPT President of the Senate will designate each piece of reintroduced legislation debate time on the Senate Floor in the order of which it was originally introduced on the Legislation Introduction Thread.

4. If a Budget must be approved at the beginning of a Senate Session, as laid out in Article 1, Section 8 of the Constitution, said reintroduced legislation may only be brought to the floor of the Senate by the PPT President of the Senate after a Budget has been approved.

5. Clauses 2-5 of Section 2 of this Article and all Sections and all Clauses of Articles 4 and 5 must apply to all reintroduced legislation.

The above will soon be offered as an amendment of the simple fact that there is no PPT in the first 72 hours.

This article of the OSPR deals with "Transitory Agreements" especially succession and replacement of votes by changes in Senate membership. For the At-Large senate seats it uses the old order of succession which was changed by the passage of this amendment to the Proportional Representation Act sponsored by Senator bgwah. Thus wouldn't it be wise to bring the OSPR into line with that, if it is practicable to do so?

I turned my last post on the previous page into an amendment, yesterday. It's been in the same form for a few days, anyway. So, Senators have 24 hours to object to adoption of Amendment 44:3.

I am pretty sure it refers to the pre-Investigative Hearing's OSPR Amendment's article 7, which is now Article 8.

Senators have 24 hours to object to the amendment.

I am starting to think I should stop here, and continue with a different bill to handle the FPR and Emergency items.
