I don't understand why we are reserving the harshest punishments for the restaurants (who may or may not know the ultimate source of their meat) and not for the people actually killing the dogs.

Amendment: SECTION 1:
1) The commercial production, sale, and purchase of canine meat is hereby criminalized.
2) Any businesses found to be producing dog meat for any reason, including but not limited to commercial sale, shall be fined up to $1,000,000 per violation and may be ordered closed if unable to pay the fine. In the case of a repeated violation, the business must be closed and the owners prohibited from operating any other animal-related businesses.
3) Any restaurant or retailer found selling dog meat shall be fined up to $1,000,000 per violation and may be ordered closed if unable to pay the fine. In the case of a repeated violation, the restaurant or retailer must be closed and the owners prohibited from operating any other restaurants or animal-related businesses.
4) Any Atlasian purchasing dog meat or producing dog meat for personal, non-commercial consumption shall be fined up to $10,000 per violation.  In the case of a repeated violation, they may be ordered to shall face up to two weeks in jail per violation

SECTION 2:
1) The practice of "docking," defined as cutting or trimming the tail or ears, a canine is hereby criminalized.
2) Individuals and businesses shall be fined up to $10,000 per violation. If they are unable to pay the fine, they may be ordered to shall face up to two weeks in jail per violation.

Napoleon, if you are offering an amendment, you have to give some kind of clear indication that is your intent. Just posting a text isn't enough as some Senators introduce text just to spur discussion or are looking for feedback to improve the text and thus they aren't introducing it as an amendment yet.
