My apologies for a slight delay, I will be on sporadic activity in the Senate over the next few days.

This bill is quite straight-forward in that it establishes a Famine Relief Commission within the State Department to help alleviate what, I hope we all believe, is an unacceptable and preventable level of human suffering.

There has not, in fact, been a certified famine for nearly two decades, and now there is the possibility of four developing the identified African countries in just this year alone. I think we have both the duty and resources to act in the common interests of humanity.

Might I ascertain the opinions of my colleagues on this bill?

     If we are going to be putting foreign aid to anything, this is certainly a worthy cause for it. I would note the importance of aid not falling into the wrong hands and being squandered there, though the Commission recommendations will hopefully handle that.

     I notice that in most places in the bill it is the "Famine Relief Commission", but in Section 3 it is the "Famine Relief Program". Is that intentional or an oversight?

I support this bill. Famine and starvation cause horrible suffering, and preventing these conditions is simply a matter of compassion and doing the right thing. Stopping famines before they occur, which this bill seeks to accomplish, is a better idea than trying to alleviate famines after they have already begun.
