I am definitely be leaning in support of this Bill, as it keeps Education as a right for all students nationally, while allowing for Regions to begin controlling their own Education systems, as well as the fact that it will take money from the eventually useless Education Sub-Department and give it to poorer school Districts so they can update equipment in their classrooms, such as a number of Districts in Chicago.

However, I'm kind of confused by the need for 4 years of a Foreign Language, as during my education I was only required to get two to pass.  I'd like to hear an argument in favor of that requirement before voting for the bill as is.

I'm a bit unsure. I seem to recall Yankee expressing that the point of such legislation was to decentralize education allowing the regions to have far more initiative and ground to legislate (a particular instance of decentralization of power I agree with), and whilst I also agree that having a certain standard is important, I wonder if this doesn't tie the hands of the regions a bit more than it is desired.

That, and I think that if such decentralization goes forward then we can certainly target a more ambitious spending reduction in the Sub-Department of Education.

As a Fremont citizen who's currently working on the regional education bill to go with this, I strongly urge both you and Pericles to amend this bill to at the very least drop the language requirement to two years.

I offer the following amendment. It reduces the foreign languague requirement to two grades, and increases the savings in the Sub Department of Education by increasing the spending reduction (this increase not to be reinvested, but saved):

I'll definitely support this bill now that the Language Requirement is lowered, and I approve of the cuts to the Education department with this bill, as 10% will go to poor School Districts, and 10% we can use to cut into the deficit, money better used rather than just sitting in a now weakened department doing nothing but being wasted.
