There are actually other issues in here; this would still allow DOJ to data mine off of this. Which is not great.

Under normal circumstances, they shouldn't; I'm saying we should codify that separation.

That is why I removed mentioning of the exchange in the text that PM offered that I composed. Because the healthcare law intended for the regions to pass such regulations on the exchange.
