SECTION I.: NAME
    a.  This Act may be cited as the Insulin Price Cap Act.


SECTION II: PURPOSE
    a. This bill is in response to Colorado proposing such a bill in real life.
    b. This bill proposes curbing the cost of insulin to patients (esp. those with diabetes) who need the drug for medical necessity reasons.
    c. This bill combats the pharmaceutical price gouging issue with this drug.
    d. The price of insulin out-of-pocket shall be capped at $45, though regions can set the cap lower if they wish.
    e. All health insurance plans-- whether individual, employer, or AtlasCare-- shall cover the insulin cap costs in their plans.


SECTION III: TIMING
    a. This act shall take effect fourteen (14) days after adoption.

The Speaker asked me to clarify whether over-the-counter drugs like insulin are covered by AtlasCare, and it is under the Cheaper Medicine Helps The Poors Act.  Both Fremont and Lincoln currently have a mix of public-private systems, but the South, to my knowledge, does not have a public option or mandate under its healthcare law and therefore people without insurance would have to pay out-of-pocket for drugs like insulin.  If my understanding of Southern law is incorrect, I would ask Mr. R (who I believe wrote the South's law) or someone more familiar with the law to correct the record, but as it stands now people without insurance have to pay the full price for insulin.

I rise to speak about the bill that I proposed on capping the price of insulin.

An important question on this issue regarding people without insurance needs to be raised. I don't believe that they should have to pay the full cost of insulin. If the price cap can be amended to include those on currently without any insurance plan, that would be nice. 


This bill is sorely needed because of the runaway cost of insulin that needs to be combatted.

The largest such insurer of last resort is BlueCross South. SoIA Rfayette approved our opt out in late 2017 or early 2018.

This bill looks good for me, it protects those who are the most vulnerable to price gouging from pharma companies while giving the Regions some autonomy in the cap they can put into insulin. I support this.
