As Deputy Speaker I am managing introduction of legislation during Jimmy's leave of absence. Since I can't edit Jimmy's noticeboard OP myself, consider this bill as filling Slot 2.

PROMOTION OF FILM STUDIES ACT

HOUSE BILL

SECTION I: NAME
a. This law shall be referred to as the Promotion of Film Studies Act

SECTION II: PACKARD CAMPUS REFORMS
a. The Library of Congress’s National Audiovisual Conservation Center and its contents shall be open and available to researchers to the same extent as is permitted at the Library of Congress’s main campus.
b. The National Audiovisual Conservation Center shall be permitted to contract with private partners for the purposes of holding events to promote the Center and its contents.
c. This act shall take effect immediately.

A buddy of mine goes to "the bunker" as its called on the few occasions they have public events. He loves it and their collections are vast, but they apparently arent very accommodating to researchers as the LoC main branch is. This bill would provide more resources to researchers and also encourage more promotional events for the public that dont cost the taxpayers anything.

I too will support this bill, also I noticed that everyone is in agreement with this bill therefor in accordance with Article III, Section 4 of the Constitution of Atlasia, I move to override the rules and pass this bill immediately. Override and passage shall take effect immediately following five "Aye" votes being recorded for this motion.

Fhtagn, the constitution explicitly states that the House may set or change its own rules by majority vote. Any stronger requirements are really only a formality - any set of five members can rewrite or override the rules.

It's silly to make an unnecessary rules change over one bill. Both the speaker and deputy speaker have been on atlas in the time frame that this bill was brought to the floor and everyone mentioned they were fine with it.

With a majority of representatives voting to pass this bill, the vote will close in 24 hours and any Representative who wishes to change his or her vote must do so during that interval.
