SAFE EVACUATIONS ACT

SECTION I: NAME
a. This act shall be known as the Safe Evacuations Act

SECTION II: EMERGENCY RULES
1. During a declared state of emergency, federal roads along evacuation routes shall suspend the collection of any tolls typically charged.
2. During any mandatory evacuation in a declared emergency, any registered sex offender who enters a FEMA shelter shall only be required to notify the shelter commander rather than every person in the shelter. The sex offender shall obey the shelter commander’s decisions regarding sleeping assignments, interaction with children, monitoring, and other decisions necessary to protect the safety of all evacuees in the government shelter. Nothing in this act shall be interpreted as prohibiting the shelter commander from disclosing this information to shelter workers or volunteers.
3. The regulation prohibiting owners of NFA-registered firearms from transporting NFA firearms across State lines without the prior written approval of ATF shall not be interpreted to apply to such transportation while in the act of evacuating during a declared emergency or an eviction from an owner's domicile or principal place of business within a State, provided the owner complies with all required locking, storage, and transfer regulations under the NFA. 18 U.S.C. 922(a)(4) and 27 CFR 478.28 shall be amended accordingly.

SECTION III: TIME
a. This act shall take effect immediately.

So this is about emergency evacuations.

1 suspends tolls along evacuation routes during an evacuation. This should make it faster and easier for fleeing persons to leave a dangerous area and doesn't generate profit off of the backs of persons told to flee by the government.

2 is going to be controversial I know. If someone is again forced to flee by the Government, the government should not be creating undue burdens on such people if they want the people to reliably participate. Even awful criminals who have been released from jail should be protected in emergency shelters. This rule is designed to maintain situational awareness by the shelter commander of potential issues from sex offenders however by only notifying staff it arguably reduces the likelihood of panic within the shelter and potentially even lynch mobs.

3 like the other two eliminates an undue burden on NFA licensees. An emergency evacuation will often not afford evacuees adequate time to mail a letter to ATF in DC and then wait to hear back. This creates an emergency exception during an emergency evacuation, provided the licensee still abides by locking and storage requirements. This promotes fairness and cooperation, eliminates an undue burden on evacuees, and encourages safety as now licensees can protect their property rather than leaving it behind to be looted or destroyed.
