To prohibit the restrictive eligibility requirements to foreign nongovernmental organisations (NGOs) with respect to the provision of assistance under part I of the Foreign Assistance Act of 1961.

Part 1.

I.) No Restriction shall be placed on the aid from the Government of Atlasia to NGOs on the sole basis of health and medical services including counseling and referral services, provided by such organisations, provided that such services do not violate the laws of the country where these NGOs are based.

II.) No restriction shall be placed on the the aid from the Government of Atlasia to NGOs on the sole basis of their for advocacy and lobbying activities surrounding medical, and health care in relation to reproductive care.

Part 2.

I.) This act shall prohibit any President from unilaterally cancelling, suspending or restricting aid on the sole basis of health and medical services provided by any NGO.

This is a bill that allows Atlasian Aid NGOs and companies receiving Atlasian Aid to do their jobs without political interference, dictation or excessive controls from the President- specifically the 'Mexican City Policy' which in the past in Atlasia has seen Presidents force NGOs operating in the most vulnerable places choose between receiving Atlasian Aid or offering reproductive health services.

For example an NGO receiving Atlasian aid would be unable to even talk about the effects of the most restrictive abortion systems (no exemption for rape or incest) if it received funding.

I generally believe the NGO & Aid sector should be supported; I don't support cutting off funding to Catholic charities who have differing beliefs to me on LGBT rights & equally I don't support moves to cut off Atlasian AID because an NGO offers family planning services.

I'm happy to offer/work with colleagues on amendments.

This is a great bill. I very much support the Congress taking away a potential future President's power to implement another disastrous "Mexico City policy," which would harm people in need just to score some political points back home. Thank you, Rep. Blair!

I don't support unnecessary measures to restrict what we all know is an executive power. The Mexico City Policy already has exceptions for abortions in the cases of rape, incest, and life threatening conditions, which makes this entire effort put forward here unnecessary.

I don't support this bill on principle as being pro-life, and I do kind of like how instating or removing the Mexican City Policy is an issue that's considered a prize won in presidential elections, and I doubt Labor is scared of losing the next one. Wink

Also I guess Blair's obsession with abortions for non-whites is interesting lol.

I don't like the idea of seeing such a big change in policy which impacts NGO and of course the people who rely on this aid being something that can be done at a stroke of a pen- if the next President wishes to change this policy then they can push for the bill to be repealed.

As I said earlier I'd never defund catholic charities who have different views on LGBT rights to me, and I believe the same principle should apply.
