I think Sam's idea is really great and would create some fun in Atlasia.  However, I think we should add a full-scale invasion of Canada followed by an annexation of it

I don't want Canada.

As states?  Neither do I.  But annexing them and just making our property would be nice

In my new effort to stall legislation, I wish to amend the entirety of this legislation to read as follows:

Whereas, contrary to the official standpoint of the Atlasian government, the United States of America are still in existence, and still in possession of all the territories formerly in their possession, the Government of Atlasia is urged to launch a full-scale invasion of the United States of America.
While it would lead to the end of Atlasia if we had a gm, it does recognize the current problem and is therefore preferable to the status quo.

The presumed nonexistence of the US was never enshrined in official Atlasian law to my knowledge, so you could probably just make the original contents of this resolution government policy. And you can also refuse the Senate's urging to declare war, as well (although I doubt the resolution in its current form would get the necessary votes for final passage.)

My silly amendment is derailing the resolution brings me to a larger point that I am willing to discuss:

If this resolution were to call for some committee of Atlasian citizens to discuss what the positives and negatives would be in recognizing the US upon Atlasia and then a subsequent public referendum on this matter ensued based on those recommendations, I would be willing to vote for such a resolution. 

I am not interested in the Senate deciding whether the US should be recognized or not, especially since it changes the gameplay significantly for those of us who are in the US (I think it has less effect to those outside the US).

He has to sign/veto any resolution which does not deal with internal Senate procedure.

On the procedural point of the necessity of the President's signiture, I agree with the position as outlined by Ebowed.

Article I, Section 3, Clause 3 of the Constitution stating as follows:
For any Bill or Resolution to pass the Senate, it shall have gained a majority in a valid vote. Before the Bill or Resolution becomes Law, it shall be presented to the President of the Republic of Atlasia, unless it be concerning the rules for the proceedings of the Senate.
