Ratification of the Kyoto Treaty

1. The Republic of Atlasia hereby ratifies the Kyoto Protocol to the United Nations Framework Convention on Climate Change as agreed in Japan in 1997.

I must say that I oppose signing the Kyoto Treaty.

The reasoning behind this changes little from the reasoning which led opposition to signing the treaty ten years ago: this treaty essentially gives the developing world a complete and total free pass on pollution.

While we do so much to curb CO2 emissions and pollution here at home, we are totally complicit in allowing countries such as India and China, for lack of a better word, rape the environment for short-term economic benefit.  As long as the factory is not dumping the pollutants in our local lake, we're fine with letting the rest of the world become a toxic waste dump so we can pay a few dollars less for stuff at Walmart.

I'd like to think that a real solution to the global problems addressed in the Kyoto Treaty can be picked up through my own plan to extend the Carbon Tax to foriegn manufacturing.  Whereas China and India can and will brush Kyoto aside, they cannot ignore a direct environmental impact fee assessed on all goods sold in Atlasia.

While the Kyoto Treaty had good intentions, frankly, this one-way relic is about ten years out of date.

I'm not certain that I don't find the Kyoto Treaty with merit despite Mr. Moderate's objections. Yes, it ignores developing countries, and they are not party to it, but that does not mean we should not be striving to participate in its goals, difficult though they may be to achieve in a shortened time-frame. Obviously, Kyoto should not be seen as a solution, but signing the treaty does not prevent us from implementing further reforms such as those Mr. Moderate suggests.

I've never liked the Kyoto Treaty, in my opinion it's the wrong way to try and combat global warming. Also I think that Atlasia, like most signatory nations of the treaty, would not be able to actually live up to its goals vis-a-vis carbon dioxide and pollution reduction.

The objection isn't so much the fact that it was initially proposed 11 years ago, the objection is the fact that the treaty is about 11 years out of date.  Especially considering that China is surpassing the United States (Atlasia?) in greenhouse gas emissions is reason enough to find a real solution, and not just a non-binding feel good contract for countries already making an effort to meet and exceed the Kyoto protocols.
