This is at least the second time (to my knowledge) that election certifications have been late. It is ridiculous that we can't have a SoFA who can certify the results on time.

As a member of the SDP, it's hard to speak against Earl. But there is no excuse for being so late on something that doesn't require a great deal of time.

Edit: In any case, Earl has been habitually late. Election results don't get certified fast enough, and voting booths aren't opened on time. The main job of a SoFA is running the elections, and if you're not running the elections you shouldn't be SoFA.

Secretary of Forum Affairs, "responsible for the administration of Atlasian elections", a position that apparently is currently held by EarlAW.

He never certified this election, right?

Wasnt it he was late and didnt open the absentee voting booth for President?

If he was busy, he should have appointed and delegated the authority to a deupty SoFA, or at least warned Bgwah in advance of his business so we could certify it. In either case, he shouldn't be SoFA if he can't certify results and open booths on time.

I'd rather not tip my hat on this issue directly (as it is up to the President), but I do think there needs to be some possible revisions of the law to prevent this in the future.

Being as this game is heavily focused on elections and their smooth implementation, perhaps a sort of "order of succession" should be made for opening booths or certifying results, with certain time lapses passing the torch to the next in line. Perhaps SoFA (5 days), dSoFA (2 days), AG (1 day), SoEA (1 day), Pres. (1 day), VP (1 day), PPT (...). This is just as important as a clearly delineated succession for the presidency.

Pretty sure not. The option is there but the SoFA has to appoint one to be confirmed by the President.

No. Last one was Inks under SoFA Moderate (President: Keystone Phil? Ebowed?). He named him to handle the presidential election where he was elected President. That is a couple of months ago.

Under the current law, we have a "line of succession" of sorts, but its less structured than an actual line.

Earlier the President cited Section 9 of the Consolidated Electoral System Reform Act, which states that he can take control of the voting booth whenever the SoFA is unable to do it himself. It could be more structured, though. Perhaps a senator could put forth some legislation to amend the highlighted parts.

For Section 9, Clause 1 it would be helpful just to add time periods so that there is a clear hand-off of responsibilities. Section 10, Clause 2 requires an active designation, something unlikely from an inactive administrator.

We are lucky that those two clauses allow for the President to both appoint himself administrator and then certify elections as the new administrator. However, I wouldn't want this to set precedent of presidents jumping in to certify results. This was a unique circumstance, but having a set law would be helpful. It would only take a quick modification of the CESR.
