George Kellogg might actually be a duplicate of Frank Kellogg. Many, but not all, of George Kellogg's votes were in counties where Frank Kellogg received zero votes. Additionally, the Sacramento Daily Record-Union credits Frank Kellogg with votes in the city, even though the Statement of Vote lists him as having received no votes in Sacramento County.
