What are the current restrictions on Israel and how is lifting them supposed to make a difference in the peace negotiations?

If we do have economic restrictions, they should certainly be removed.  On the other hand if we just have partial military sanctions, I'm less confident we ought to get rid of those just yet.

But if we still have sanctions on Israel, shouldn't we end them? Or did we decide we never had sanctions on them anyway?

I don't think we were ready for a vote.  Unless we can be sure that there are no current sanctions on Israel, I encourage my fellow Senators to vote for this bill so that it can be redrafted to clarify our trade and military relations going forward.
