Election Notes:

After the 1986 gubernatorial election, a three-way race that saw Evan Mecham win despite receiving less than 40% of the vote, Arizona adopted a two-round system that would see a top-two runoff if no candidate received an absolute majority in the general election. This immediately occurred in 1990. Since no candidate received a majority in the November 1990 general election, a runoff between Goddard and Symington was scheduled for February 26, 1991. The following year, 1992, the voters in Arizona decided to abolish the top-two runoff system and the state returned to the prior first-past-the-post system.
