Summary
Democrats have a net gain of one seat, giving them a 25-24 majority.
During the previous session, two Democrats (Tim Sheldon and Rodney Tom), caucused with the Republican Party as the Majority Coalition Caucus (MCC). Sheldon continued to do so, while Tom retired from the legislature and was replaced by a loyalist Democrat. As a result, the MCC continued to govern with a reduced 25-24 seat majority.
