A quarter??? That's what passes for a "black" environment in Ohio? And it's not even there yet? What you're describing is a white cocoon. I don't think a single one of the 30 something public high schools in Shelby County is less than a quarter black. Maybe Collierville, but definately none of the others. The majority are >95% black. Ohio is unInksing believable!
No, but for a community that less than 10 years ago was less than 5% African-American, that's a substantial (and IMHO, welcome) change.
My point: I don't know your specific neighborhood/block's racial breakdown, but your post here--as well as a number before this--make it clear you place a disturbingly huge priority of having lots and lots of whites around you.
