At this moment the Act is passing 7-0 with 3 senators having not voted.  I think this truly shows this Senate's willingness to compromise.

It appears cloture was skipped. DWTL called for a cloture vote on page 10, but HW called a vote on the legislation on page 12.

oops, alright. but that wasn't legal, as there hadn't been 24 hours since debate had ended.
