As President, my plan would be to withdraw, our national defense is weakened by having troops spread out across the world like this. Our policy in Iraq has been hypocritical of what we've done in the past, we propped up Saddam Hussein and Al Qaeda in the 1970's and 1980s! We have to stop meddling in the internal affairs of other nations, we wouldn't like it if someone did that to us in the United States! Instead we need to focus on finding Osama Bin Laden and taking him out, then we can withdraw completely from that area and our mission will be over. That way we can defend our borders here with our troops, and close bases that are costing us billions. This will assure that the bases in the U.S. can stay open and allow for a strong national defense.

Who Won The Republican Presidential Debate?

Rudy Giuliani: 30%
George Allen: 30%
Gary Johnson: 29%
Undecided: 11%

Mayor Giuliani and Senator Allen exchanged blows over foreign policy, with Giuliani calling out Allen's perceived lack of experience. Allen fired back, blasting Giuliani for distorting his words and readdressing his position on many issues that put him at odd with those in the Republican Party. The back and forth was a great exchange, and both candidates delivered substantive performance and many are calling the debate a draw.

Gary Johnson delivered a strong performance. His answer on Iraq earned him props and praise for differing from the two other candidates. His increased momentum puts him in a strong position for Super Tuesday to pull a possible upset, like he did in Idaho.

I see that the talk has resurfaced on this in recent days. I've said this before on record, but I have no plans to pursue such a bid outside of the Democratic Party. People like to speculate and they're not getting their information from anything I've been saying, I can tell you that much. So, no, I'm not focusing on planning out a Green Party candidacy for myself. I'm in this race with the Democrats and I intend to get the nomination with a lot of hard work. Now, with that said, I don't give out enthusiastic endorsements for just anybody. If I am not the nominee in the end, I'll support our party's nominee as long as they hold to some basic principles. They should reject war as an instrument of policy, they should believe that every citizen should have the right to heath care, and they should hold banks and corporations accountable for their actions. If they meet all of these, then I'll proudly back them.

It's obvious by now that staying in Iraq is a hopeless strategy, and this war was a mistake from the very beginning because going in was based on lies. I would correct that mistake as President and it will be one of my highest priorities going into office. My opponents on this stage have timetables for withdrawal that can last up to a year, or even longer, but I will immediately begin the process of withdrawal once I'm sworn in. Within ninety days, you should expect all of our troops to be gone from Iraq, as well as the rest of the Middle East. It's not the job of the US to be the world policeman, and we've caused more harm than good from the policies we've been pursuing with both Republican and Democratic presidents. If we want to support our troops the best way we can, then bringing them home now is the best solution.

This doesn't mean that we'll let Iraq rebuild all by themselves, though. We have a moral obligation to help out our Iraqi brothers and sisters after all of the damage we've caused to their country. My plan involves bringing in UN troops that will help with restructuring their economy and government and oversee progress over the span of years. We have to make sure that Iraq is able to have free elections as a stable democracy so that a group like Al Qaeda will not be able to easily infiltrate their government and take over. The UN will handle their oil contracts and make sure that no more privatization occurs, and no companies like Haliburton will see their sweet deals continued either. Iraq was a grave mistake that could have been easily avoided, but going forward this is the best path for America and Iraq, and as your President I'm absolutely confident that we can make this plan work.

No clear winner from the final Democratic Presidential Debate before Super Tuesday. All the candidates delivered strong performances and made no gaffes or errors. This race is still anybody's contests and to paraphrase Dennis Kucinich, with a lot of hard work one these individuals will be the nominee. The question remains: Who?

I know that many of you may still be undecided in the coming Super Tuesday primaries. More of you still may be currently committed to another candidate, but want to hear what I have to say. I respect that and am eager to say why I am the best Democrat to win in November.

In the Senate I've been a leader on issues concerning our national security, including negotiating international arms control treaties and chairing the Senate committee on Foreign Relations. I am currently the top ranking Democrat on that committee. When the SALT treaty for arms control fell apart in the late 70s, I personally met with Russia's Foreign Minister and worked out a compromise so that our world would be safer. I stood up against President Reagan's attempts to violate the second SALT treaty, and again against Reagan's dangerously conservative Supreme Court nominees. In 1994 the President signed a sweeping crime bill into law that was drafted by my office. In that same year I wrote and passed the Violence Against Women Act, making sure America is a safe haven from gender-based hate crimes.

I support raising the minimum wage and indexing it to our inflation rate to ensure the hardworking among us are not left behind. I have introduced this business-friendly law in to the Senate, and in a matter of days, my leadership inspired Senator Edwards and Congressman Kucinich to follow my lead in support of raising the wage. I am sorry to say, however, it took Senator Clinton days to respond. For five days, she was ignoring the hardworking among us and only responded because we got to a point where she had to. Look, I believe the President should be a leader, first and foremost.

The challenges we face in the next four years are not insurmountable. We can end the war in Iraq and fulfill the responsibilities expected of a global leader by holding fair and free elections and stabilizing their government. We can restore the international prestige of our name. We can raise the minimum wage so that work pays fairly and ensure the work place is a level playing field. But "can" is for the runners up. Vote for me, and we will.

QUESTION: What would you do as President to curb the rising tuition rates?

BIDEN: Well I've looked at a number of options in my time in the Senate... One law that sounds particularly promising would be a mirror of a healthcare reform proposal. For people's healthcare plans, we would require insurers to make sure that 80% of money Americans spend on healthcare goes directly and only to their medical care, limiting the often-inflated overhead costs from health insurance companies to 20%. I would support a similar requirement of accredited universities, that 80% of your tuition must be spent on hiring the best teachers and providing for you an education in the best facilities possible. This would in turn make sure universities do not spend student's money on superfluous administrative positions.

Another option would be to cut out the middle man for student loans. At present, you receive your loans through banks, who receive grants from the Department of Education to support the loans. My plan would cut out the banks, who plus up their prices and apply gratuitous interest rates. We would give college grads better repayment options, including being able to limit your payments to 10% of your monthly income. And interest rates, let's talk about that for a minute. Banks borrow from the Federal Reserve with the lowest of all interests rate. It doesn't make sense to me that we give banks a break and charge students like you double. So there are a lot of things we can do to curb the cost of college and ensure that everybody can pursue the education they desire to achieve their American dream. These are absolutely measures that I will pursue in the White House.

Sorry, but more than ten events in a day is pretty unrealistic. Other election games have docked players off for that. Everyone else has around five or six events normally.

I had a speech planned for today - but I'm going to scrap it. Why? Because in the airport, a boy asked me what I was going to do about Darfur. And I didn't have an answer for him then. But I do now. The conflict in Darfur has been a tragedy - a genocide. We face a pivotal moment in a key human rights crisis. As President, I will act immediately to help prevent genocide in Darfur, including a deployment of airlift capabilities - hopefully joined by our NATO allies, who I will be meeting with to discuss this issue - to support a UN peacekeeping force to operate in conjunction with African Union forces. We need to protect civilians and enforce a ceasefire. I'll place new sanctions on companies owned and controlled by the Sudanese government, and I'll encourage NATO establishment of a no-fly zone over the region, to cut off supplies to the genocidal militias and end Sudanese bombing of civilians in Darfur. This is a problem that we need to stop before it becomes the next global tragedy.

George Marshall put it best - military power is too narrow a basis to build a dependable, long-lasting peace. I believe that, through bilateral and multilateral partnerships and institutions, we've done so much good for America through working with other countries. We don't need permission to protect our interests, but we are always stronger when standing with, not against, the world.

Senator, what will you do to reform intelligence gathering?
I believe in aggressively gathering intelligence in accordance with proven methods. But I don't want to do anything that will give terrorists, or even other nations, an excuse to abandon international law. I will help reform the blemishes on America's image by closing Guantanamo Bay, restoring habeas corpus, and banning torture.

Senator, what will you do about global poverty, since you talk so much about American poverty?
I believe we must be a global leader in the fight against poverty to help stabilize countries and regions. To that end, I support a $5 billion program to invest in primary education, preventive health, and economic/political opportunity abroad.

Recently, a young man asked me about what I'd do about global poverty. I didn't get a chance to answer him fully, so it's time to do so here. What I plan on doing is launching a $5 billion initiative on bringing high-level attention to three areas: education, health, and opportunity.

Education is critical to bringing countries out of poverty, but more than 100 million young children are not in school. In addition to an education, school offers a safe environment and a place for immunizations, fresh water, and an adequate diet. However, many children are denied the opportunity to go to school because their families cannot afford the fees, their communities are too poor to have a school, or they must work. My administration will commit $3 billion a year toward the cause of universal basic education by 2015 - that's enough to enroll 23 million - and encourage our allies to commit another $7 billion. We'll invest in effective public education and community-based schools. The aid will be conditional on eliminating fees for attendance, books, and uniforms, and it'll also be used for teacher education, construction, and buying teaching materials.

Millions of people die every year from preventable diseases. A $5 dollar mosquito net could save a family from malaria, a $4 dose of medicine can help prevent a mother from transmitting AIDS to her newborn at childbirth, and a few cents could vaccinate a child. As President, I'll focus on the three killer diseases - HIV, tuberculosis, and malaria. I'll build our current initiatives, and I'll create a new public-private program with major pharmaceutical companies and other industry groups to reverse the spread of the three deadly diseases, with the goal of universal access to preventive and treatment drugs by 2010. I'll double our investment in clean water, and convene an international summit to agree on investments to make global water safe by 2015. Finally, I'll invest in increased vaccinations and providing sterile equipment and basic medicine. Fully immunizing a child against the top six childhood killer diseases—measles, polio, diphtheria, whooping cough, tuberculosis and tetanus—costs just $17 and can save the lives of some 2.5 million children each year.

Finally, opportunity. As President, I'll invest in microenterprise, increasing fivefold resources for nonprofits running microfinance and microinsurance programs. I'll also expand support for the National Endowment for Democracy, and support property right reforms to promote private property, to be led by the Millennium Challenge Corporation.

One of the most important things we can do is focus on global poverty, coordinate our foreign aid programs, and provide immediate resources to strengthen American national security. As President, I'll appoint a senior advisor responsible for global poverty to help coordinate global development projects across the government, and create a new Global Development Act to modernize, consolidate and simplify our foreign aid. With your votes this Tuesday, I truly believe America can make a positive difference in the fight against global poverty.

It's time to talk about something that hasn't been brought up on the campaign trail at all yet - and that's the crisis in Uganda, one of the greatest unreported crises in the world. Millions have been displaced from their homes, and yet the world continues to ignore this tragedy. I traveled to Uganda recently, along with the International Rescue Committee, on a fact-finding mission as part of my work on the Intelligence Committee. What I saw was one of the worst civil wars in history. A rebel terrorist group is abducting children, turning them into soldiers, and forcing them to commit atrocities. As President, I'll make clear statements in support of peace talks, dispatch an envoy to attempt to bring both sides to the table, and commit sufficient funds to support a fund to facilitate peace talks and monitoring teams in Uganda.

There's a lot of folks on the campaign trail asking for your vote. But how many of them are concentrating on those issues that matter to you? I've got a comprehensive plan to reform the Pentagon. First, I'll have regular, one-on-one meetings with top brass. I'll also reinstate the old management doctrine - military professionals will have primary responsibility in all matters of tactics and operations. I'll launch a comprehensive review of fraud and abuse in the Pentagon, looking for things like offensive space-based weapons that are costly and unlikely to work, so that we can spend our money more efficiently to focus on the things that matter most - keeping y'all safe. Finally, we'll change the force structure - we're sending some troops back to Iraq with less than a year’s rest. Over 1,000 vehicles like tanks and helicopters have been lost in Iraq, and our equipment is being used at a rate of five to six times its peacetime use. And our forces are not equipped to meet the challenges of stabilizing weak states. Civilians and experienced government employees need to be involved in stabilizing states with weak governments, and providing humanitarian assistance where disasters have struck.

As President, here are my promises: I'll build a military based on the mission we have defined, with a careful assessment of the post-Iraq threat environment. I'll invest in maintenance of equipment for troop safety. I'll double our recruiting budget, provide our soldiers with improved language skills and cultural understanding, create a new undersecretary of defense for stabilization efforts, create a new senior stabilization position within the Joint Chiefs, and work to modernize our forces to increase innovations and reduce reliance on vulnerable supply lines. I promise you an effective, efficient, and fair military under my administration.

We've talked about Iraq a lot - we've been ignoring Iran. One of the greatest challenges for America in the coming years, we can prevent Iran from threatening our interests through smart power, combining engagement with pressure. It's of the utmost importance that we prevent Iran from acquiring nuclear weapons. We don't want an arms race in an unstable region of the world. As President, I'll take steps to resolve the situation and protect the United States. We need to unite the international community - work with our allies to agree that a nuclear Iran is unacceptable. We also need to directly engage Iran. I'll negotiate with Iranian leaders directly, so long as they've recognized the international rule of law and have made a commitment to the promise of diplomacy. The reason for this is because Iran - Iranians - are not bad people. Indeed, many of them are young, moderate, and pro-democracy. They want to see their country succeed economically and internationally. The focus of my diplomacy will be on separating extremists from leaders who want stable relations. Stabling requires sticks - more targeted sanctions on those who do business with the regime - but it also requires incentives. We have more leverage than many think. I'll draw Iran into compliance with our conditions through several incentives, like increased refinery capacity, creation of a fuel bank, membership in multilateral organizations, and modifying the embargo.

I hope that this week has provided insight into the foreign policy of my administration and my vision of the world - and has at least laid to rest, once and for all, the idea that I don't have enough experience. On foreign policy, one of our most pressing issues, this is the Edwards vision.

Biden GOTV Strategy

Since Feb. 13, the Biden campaign had neighborhood volunteer teams in the major cities of California, Minnesota, Ohio, Massachusetts, Rhode Island, Connecticut, and Maryland.

Each neighborhood team organized phone banks and block walks with an average of 9 volunteers attending and completing each event. Phone banks were held between 6p and 9p on week nights, and block walks were held from 11am to 3pm on Saturdays and Sundays. Phone banks averaged 765 calls per phone bank, with an average of 15% conversation rate. Block Walks averaged 715 doors knocked, with a 25% conversation rate overall. Phone banks were held to both persuade voters, inform voters of early voting times and provide them with their early voting location, and on Feb. 20-24 encouraging voters to vote on the day of the primary. Block Walks included persuasion conversations, volunteer recruitment, and GOTV efforts mirroring those of the phone banks.

On March 2, volunteers held phone banks in their areas calling registered voters who had voted in previous Democratic primaries, but who had not been reached yet in the campaign (or who had been previously reached but said they were undecided). They reported a 19% conversation rate for the overall day. Shifts were 10am-1pm, 1pm-4pm, and 4pm-7pm.

The GOTV targeted those on the voter rolls who had previously voted in a Democratic primary. The effort had volunteers emphasize that they were neighbors with the voters they reached, and share a personal story that explained why they supported Senator Biden. The persuasion tool also had volunteers give a contrast between something Senator Biden had done and a contrasting negative anecdote about one of his opponents. The main issues pushed were the minimum wage (state-wide), ENDA (urban areas), and highlighting Senator Biden's endorsement from the National Education Association, League of Conservation Voters, & United Automobile Autoworkers (state-wide).

The campaign's field organizers have been led by Karen Johanson, who was hired first by the campaign to win Rep. Tammy Baldwin (D-WI)'s congressional district and therefore the Wisconsin primary. Johanson has surpassed the campaign's wildest dreams, getting them a come-from-behind win in Hawaii on Feb. 24. The campaign is betting that Johnason can manage the same feat twice, thus her employment through Super Tuesday. Field organizers have been allocated thusly since Feb. 25: California - 8, Massachusetts - 1, Rhode Island - 1, Connecticut - 2, Maryland - 1, Ohio - 3.

Senator Biden also made personal appeals to his elected backers, to make use of their intimate knowledge of their cities or congressional districts to make sure as many voters as possible are reached and come out to vote on March 2.
